Last week students at Ohio State University sent a survey out asking students and professionals from across the country for their ideas for how they would like to engage with APA and other professional organizations through social media platforms. We received hundreds of really great ideas. Many of the responses focused on creating fun ways to engage around planning topics.

From the point of view of city planners, ICT leaders, city engineers and analysts today, Smart City initiatives can hit roadblocks and come up against obstacles to their realization. It is especially obvious that technology alone cannot adequately fix our urban problems. In short, it might be said that the one thing missing from “intelligent city” projects is the people who reside there.

Richard Florida has written compellingly about the value of the creative class and the importance of attracting creative people to boost local economies.  And many communities have embraced creative economic development or citizen engagement strategies, making arts part of the downtown landscape or highlighting arts-based non-profits.

A community planner from the “Back 40”, working on a multi-jurisdictional planning process for a small, rural community recently posed this question on Cyburbia. Planner.tk, a local design firm associate and community planner with a passion for 'saving the environment', inquires about how to drum up successful public participation in their county of less than 30,000 people. Insights and ideas came in from fellow Cyburbia members regarding useful techniques in community development as well as unique challenges faced by planners focused on rural areas.

The Planning Van is an innovative community outreach program focusing on capacity building, education, and project implementation. The program was initiated earlier this year by the Orange Section of the American Planning Association, California Chapter, and offers pro-bono assistance to local governments, non-profits, and community groups to implement small-scale projects in their communities. The Planning Van team is also dedicated to having a presence at community events throughout Southern California to promote the planning profession as a whole and educate the public on planning issues in a fun, non-controversial way.  It is a grassroots effort with a mission educate, engage, and empower both individuals and groups so that they may play an active role in the development of their communities.

Communities across the country are celebrating National Community Planning Month this October. The month long “event”, sponsored by the American Planning Association (APA), its members, chapters, divisions, and professional institute, was developed to recognize the vital role of planners and planning in communities throughout the U.S. At EngagingCities, we have been encouraged historically by the amount of participation we’ve seen with this celebration at a local level here in Colorado. We are excited to see what is in store for 2011’s celebrations around the nation.

Smart cities don’t happen by accident.  To help planners and policy makers better understand and manage the dynamic behavior of cities, IBM Global Business Services is introducing new analytics software and services based on their “smarter cities” strategy.  System Dynamics for Smarter Cities is an interactive model that allows leaders to observe how the core systems of a city -- such as the economy, housing, education, public safety, transportation, health care, government services and utilities -- work together and affect one another.

In small towns, citizens can attend town hall meetings, and vote directly on major changes to the community, while in larger cities, allowing every resident to have a voice in shaping his community’s built environment can be quite complex. Coincidentally, the sheer number of new projects that arise in large cities, like New York for example, can overwhelm residents, and leave folks with the impression that they have actually do not a voice in the decision making process. However, an interesting new open-source urban planning program is now available that could change the way in which architectural projects move from design to reality.

There’s recently been discussion and debate surrounding the attempts of neighborhood news aggregates to build out automated collections of local news, events, blog trends, and discussions -- sites like Fwix, EveryBlock, and Outside.in being the most prominent examples.  But in order to remain vibrant, the sites must achieve the right mix of publicity, monetization, good content, and attractive presentation -- and unfortunately, it seems that none of the hyper-local news providers are hitting that magic mix.

I have always been impressed with the substantial body of public participation (P2) knowledge and experience that resides in the urban planning profession. This will be my third year chairing the International Association for Public Participation (IAP2) Core Values Awards, and each year IAP2 has received high quality urban planning projects from around the world. It got me thinking that public participation practitioners in any sector have lots to learn from their colleagues in urban planning.

Apparently IBM has a serious games department, and just the other day they released CityOne, a video game that plops you into the role of being a city planner, trying to solve the business and environmental problems that today’s modern cities are facing. The ultimate goal is to teach citizens how to better cope with complex modern problems by showing them the range of solutions that available today (and I presume offered as part of IBM’s consulting services), ranging from smart grids, to better IT, to smart environmental policy.
